As part of Tools4CAP’s work on integration and interoperability of new data, technology and digitalisation, the project has released an analysis of Challenges and approaches for landscape monitoring. Led by Neuropublic, the report focuses on identifying data gaps hindering the correct and successful implementation of the Common Agricultural Policy (CAP) Strategic Plans. It explores innovative data sources, tools, and mechanisms to support a holistic data collection approach.

The overarching aim is to equip policy-makers and administrations with the methodological knowledge to track progress toward sustainability targets, facilitate compliance, and inform sound re-calibration of policy interventions to ensure delivery of required policy outcomes.

Key highlights from the analysis

The report introduces a Landscape Monitoring Framework (LMF), a methodological tool designed to enhance spatiotemporal tracking of key variables. By integrating in-situ and external data sources, this framework enables regional benchmarking and aggregation of farm-level data. This approach aligns agricultural and environmental progress with policy objectives.

A notable aspect of the analysis is its emphasis on leveraging existing EU initiatives. These initiatives offer data or other resources for monitoring agricultural practices and environmental impacts while aligning with CSP goals. By linking these initiatives to specific CAP interventions, the report provides general guidelines on how external data sources can align with CAP SP objectives.

The report also highlights the potential use of social media analytics as a complementary tool. By analysing public sentiment and perception in real time, these methodologies can enrich traditional monitoring approaches, particularly in policy design and impact assessment.

Another critical focus is the adoption of standardised data models and interoperability frameworks, such as the Common European Agriculture Data Space and the EU Data Act. The report addresses the challenges of harmonising diverse data sources, underlining the importance of standardised practices for efficient data integration and policy execution.

Looking ahead

The analysis of Challenges and approaches for landscape monitoring offers policy-makers actionable insights for achieving sustainability targets and policy outcomes. In the next phase, efforts will centre on applying methodological guidelines and technical protocols on data integration in real-world case studies.
