Workshops ‘imPACtons!
Rationale of use
In France, the ImPACtons! project, launched by the Ministry of Agriculture and Food in collaboration with the National Commission for Public Debate (CNDP), enabled nationwide public consultations on the post-2020 Common Agricultural Policy (CAP). The initiative combined a digital platform with public debates and workshops.Functioning
In addition to the ImPACtons! digital platform, 12 regional thematic workshops were organized, each focusing on different aspects of the CAP, bringing the debate directly to citizens across France. Furthermore, a Citizen Assembly for Agriculture (ACA) was convened, bringing together 125 randomly selected citizens who dedicated two days to discussing and co-developing a new 'agricultural contract'. To further expand public participation, citizens were also encouraged to host their own house debates, using provided guidelines on the digital platform of 'ImPACtons!' to facilitate structured discussions and contribute their perspectives to the broader debate.Types of outputs
The Citizen Assembly on Agriculture produced the Social Contract for the CAP, outlining six priority objectives and 17 measures. Public workshops and house debates generated reports summarizing discussions, proposals, and key concerns. The entire debate process - together with the inputs through the digital platform 'ImPACtons!' - was documented in a comprehensive report by the CNDP. This report was then submitted to the French Ministry of Agriculture and Food and informed the Ministry's public statement on the lessons learnt from these debates, influencing France's National Strategic Plan for the Common Agricultural Policy (CAP) 2021-2027.Relevant CAP objective
