Working groups for developing SWOT, needs & interventions
Rationale of use
In Estonia, the Ministry of Agriculture established thematic working groups comprising diverse stakeholders, including for experts from research centres and universities, Public administrators (Ministry, Paying Agency, …), LEADER groups, NGOs, and agricultural sector representatives.Functioning
In Estonia, approximately 40 working group meetings were held, primarily in person, during 2019-2020, before the COVID-19 pandemic. Stakeholders were informed of these meetings through the Ministry’s website, ensuring broad participation. Due to the country's small size, many stakeholders actively participated in multiple working groups, which required significant time commitments. A key part of the process was the SWOT exercise, which was conducted with stakeholders before the finalization of the EU CAP Strategic Plan regulation.Types of outputs
The main outputs of each thematic working group were a list of (prioritised) needs and appropriate interventionsRelevant CAP objective
