Working groups for developing interventions

Rationale of use

In Flanders, technical working groups engaged experts from the Department of Agriculture, Fisheries, ILVO (Institute of Agriculture, Fisheries, and Food Research), and environmental policymakers to shape CAP interventions.

Functioning

Five thematic working groups were set up and met on multiple occassions to discuss the following: WG.1: Environment & Climate: Discussed conditionality, eco-schemes, and agri-environmental climate measures. WG. 2: Economic Resilience: Assessed interventions to enhance economic sustainability in agriculture. WG. 3: Rural Development: Evaluated interventions aimed at rural areas. WG. 4: Innovation & Knowledge: Developed proposals for innovation, knowledge-sharing, and the AKIS (Agricultural Knowledge and Innovation System). WG. 5: Farmer Definition: Defined the criteria for what constitutes a "farmer". The discussions were guided by expert presentations and brainstorming sessions. The list of feasible interventions was compiled for each topic and was evaluated based on feasibility, environmental and economic impact, and administrative viability.

Types of outputs

The working groups contributed directly to shaping the Flemish CAP Strategic Plan, specifically by the following outputs: - Defining the "green architecture" of the plan, including environmental and climate-related measures. - Developing detailed intervention fiches for CAP implementation. - Establishing the AKIS system to support innovation and knowledge-sharing in agriculture. - Defining the criteria for a "farmer" and the associated requirements within the CAP framework.
