Small-scale model ‘Slovenian Typical Farm Model (SiTFarm)’

Rationale of use

In Slovenia, the Slovenian Typical Farm Model (SiTFarm) was developed over multiple projects and tailored specifically for agricultural policymaking in Slovenia. It enables monitoring, budget planning, and intervention assessment at multiple spatial levels, and is adaptable to use from individual farms to national-scale analysis. It can also be integrated with other models.

Functioning

The tool facilitates scenario analyses of different measures' potential impacts at varying agricultural levels. It examines direct payments, evaluates voluntary measure uptakes, and integrates a methodological approach rooted in mathematical programming. Primarily, it centres its analytical focus on the production plan. The tool includes 145 typical agricultural holdings (model farms), which are representative for a larger number of actual farms. It combines a complex system of model calculations of the Agricultural Institute of Slovenia, which is a rich source of economic data in particular, as well as technological data and functions for production activities that enter into the production plan at the farm level. The focus was on measures of the first pillar DP (coupled and decoupled), SOPO measures and also LFA measures. Different conditions, payment amounts, thresholds, envelope distribution ratios etc. were also tested. The tool was used for scenario analysis of various variants of interventions during the preparation of the strategic plan.

Types of outputs

The tool produces a wide array of outputs, encompassing economic, technological, and environmental indicators. These include: 1. Economic indicators: Revenue, budget support, variable costs, gross margin, etc. 2. Technological indicators: Intensity of cultivation, scale of production and processing, labor requirements for each work phase, cultivated area land use. 3. Environmental indicators: Carbon footprint, use of phytopharmaceuticals, fuel consumption per unit of production, use of mineral fertilizers. These outputs are essential for providing insights into farm operations at both the individual and sector-wide levels. While SiTFarm has been used for modeling the effects of policy options, particularly in the first CAP pillar, it does not yet support agri-environmental-climate payments, investment support, or other policy interventions.
