Preference-based prioritisation tool
Rationale of use
In Romania, the Ministry of Agriculture and Rural Development (MARD) used a preference-based prioritisation tool to leverage internal expertise, drawing on the MARD team's strong knowledge of EU rules, objectives, and priorities. It also enabled efficient needs prioritisation within tight time constraints.Functioning
The tool was used by MARD departments, who were presented with a prioritisation table ranking needs from high to low. This initial hierarchy was then further discussed with stakeholders during an online event, with additional written input collected to finalise the prioritisation process.Types of outputs
The tool outputs a comprehensive database of prioritised needs, established by the internal team and validated by external stakeholders.Relevant CAP objective
