Preference-based prioritisation tool
Rationale of use
In Italy, a preference-based prioritisation tool facilitated collective discussions and the prioritisation of territorial needs, aligning with institutional requirements for participatory decision-making in drafting the CAP Strategic Plan.Functioning
The tool enables stakeholders to allocate a fixed number of points across different intervention areas, reflecting their relative importance. This method aggregates preferences from regional and autonomous provinces in Italy, facilitating collective decision-making for territorial needs. After its national-level application, the tool was replicated at regional and local levels and extended by CREA researchers in organic farming studies. This approach aligns with European Commission legislative proposals, ensuring a sound and well-founded intervention logic.Types of outputs
The tool generates a shared consensus on the importance of each need, categorising them into homogeneous groups based on their relevance for intervention. The final categorisation is presented in an Excel file.Relevant CAP objective
