Preference-based prioritisation tool

Rationale of use

In Germany, a preference-based prioritisation tool provided a systematic approach to prioritising needs, proving especially useful when uncertainty prevailed during the decision-making process.

Functioning

The tool relies on a structured evaluation table, where the Federal Ministry and regional authorities assess different needs by listing arguments for and against high or low prioritisation. Following this pre-selection, a 1-4 ranking system is used in coordination with the states. The prioritisation is then refined through stakeholder discussions in a participatory event, with additional input gathered in writing.

Types of outputs

The tool outputs an Excel file with a numbered prioritisation, clearly presenting prioritised needs.
