Impact assessment tool ‘I/O/I matrix’
Rationale of use
In the Netherlands, the I/O/I matrix was used to analyze potential policy options in achieving the goals outlined in the CSP. It assesses the overall impact of these options on economic, environmental, and social objectives, while also examining their interconnections. This tool is being tested in one of the Case Studies of Tools4CAP.Functioning
The tool serves as a logic framework that integrates multiple analytical methods to systematically categorize objectives into key challenges, interventions, and impacts. Stakeholder engagement plays a crucial role in enriching the matrix with insights and data. The framework incorporates the following methods: - Literature analysis: identifies key challenges and objectives in agriculture. - SWOT and needs analyses: examines challenges, legislation targets, and policy options. - Country-specific recommendations: tailors interventions to the specific context of each Member State. - Ex-ante impact analysis: evaluates the effectiveness, cost-effectiveness, and appropriateness of interventions.Types of outputs
The tool produces a prioritisation of challenges and policy scenarios developed based on combinations of challenges and interventions. These outputs support the selection of CAP interventions, ensuring alignment with objectives and effective financial allocation to achieve the desired impacts.Relevant CAP objective
