Digital platform ‘E-Savjetovanje’

Rationale of use

In Croatia, the digital platform E-Savjetovanje was used to facilitate broad public consultations during the adoption of laws, regulations, and policies. It aimed to enhance citizen and stakeholder participation in decision-making, aligning with the EU’s Better Regulation agenda.

Functioning

The digital platform was established to enhance transparency and public participation in policy consultations. Documents under review were published on the website, where stakeholders can submit comments. To improve engagement, stakeholders can subscribe to topics of interest (e.g., agriculture) and receive email notifications about new consultations, including direct links for participation. After the consultation period (typically 30 days), ministries and agencies must release a report summarizing all comments received, including justifications for accepting or rejecting them. In urgent legislative cases, the consultation period may be shortened.

The tool played a pivotal role in gathering valuable feedback from the public and various stakeholders, significantly contributing to a transparent and democratic policymaking process.
