Rationale of use

Lithuania employed the Cumulative Voting Approach to prioritise needs in a participatory manner, involving various stakeholders and regional authorities.


The Cumulative Voting Approach is employed during the SP design phase to set priorities among the identified needs or stakeholders and to prioritise the goals for SP. This approach, guided by the results of the SWOT analysis, methodically prioritises needs through stakeholder voting, ensuring a systematic and democratic process in determining the most critical aspects to focus on.

This tool resulted in clear documentation of prioritised needs and intervention settings, providing structured guidance for policy formulation.
