Criteria-based prioritisation tool

Rationale of use

In Spain, multi-criteria analysis was used to efficiently prioritize identified needs based on specific criteria, as the tight timeline for preparing the CAP Strategic Plan did not permit the use of models or other tools that required extensive testing.

Functioning

The tool uses multi-criteria analysis to systematically prioritise identified needs. Initially, 85 distinct needs were categorized into five key groups: economic, environmental, rural, consumer, and AKIS-related needs. Their importance was then assessed based on commitment (alignment with EU, national, and regional priorities), connections (links between needs and objectives), measurability (ability to track progress through indicators), and relevance (significance in achieving objectives). Needs were ranked into three categories (+++, ++, and +), with additional territorial insights incorporated through an assessment of extent and intensity.

Types of outputs

The tool results in a classification system, ranking needs based on priority.
