Criteria-based prioritisation tool

Rationale of use

In Slovenia, multi-criteria analysis was used in response to previous critiques of agricultural policies, which pointed out their inefficacy and inefficiency due to a broad and unfocused objective scope. To improve the prioritisation process, the European Commission recommended a robust methodology supported by expert judgment.

Functioning

The tool uses multi-criteria analaysis, integrating survey findings, evaluation reports, and other key elements into a unified scoring mechanism. Each criterion is scored on a scale from 1 to 5, while synergies—accounting for conflicting needs—are scored from -1 to 5. The total score determines the ranking of needs in relation to the nine specific CAP objectives. In the final step, these rankings are converted into a standardized scoring system to ensure a consistent prioritization process.

Types of outputs

The tool produced a report with the ranked needs, used as a key input in the overarching prioritisation methodology.
