Case studies

The 10 Case Studies of the Tools4CAP project.

11 case studies are being implemented to simulate and test approaches essential for the design and monitoring processes of the national CAP Strategic Plans.

The case studies are part of the Tools4CAP Replication Lab, which aims to identify effective solutions, showcase best practices, and assess the potential limitations of methods and tools.

The case studies will be conducted in Czechia, France, Greece, Germany, Hungary, Ireland, Italy, the Netherlands, Poland, Slovenia, and Spain, simulating, testing, and implementing different tools of interest tailored to each national context. These studies aim to support Member States by addressing key challenges in CAP Strategic Plans, including:

  • Addressing technical challenges related to the integration of data from multiple sources.
  • Demonstrating the cost-effectiveness and scalability of tools and methodologies.
  • Managing the complexity of setting interventions and establishing evidence-based targets.
  • Navigating diverse political and administrative contexts that influence the effectiveness of participatory tools.
  • Ensuring effective stakeholder involvement across all stages of the strategic planning process.

The case studies will incorporate a mix of real-life adoption, trial runs, ready-to-use demonstrations, and showcases of innovative tools, each designed to tackle specific CAP tasks, such as supporting ex-ante and ex-post policy evaluations, developing stakeholder-informed intervention strategies, ensuring compliance and performance reviews, and combining tools to create holistic strategies for sustainable agriculture and resource management.

The tools used in the case studies are grouped into four primary categories: (i) quantitative models, (ii) data and monitoring systems, (iii) qualitative and participatory methods, and (iv) integral tools (multi-tool approaches).

For each case study, the project will produce detailed reports and factsheets, documenting the tools’ potential, limitations, and costs. A comprehensive analysis will be conducted with findings incorporated into the final methodological guidelines. These insights will also contribute to the Tools4CAP Handbook of good practices, ensuring scalability and applicability across different regions. The implementation of the tools in the case studies will be showcased through the Tools4CAP Academy in four training modules scheduled for 2026.
