WP1: State-of-the-art conceptualisation, inventory and evaluation (ECORYS)

Objectives

  • To take stock of the state-of-play of the existing methods and tools applied in the governance of the CAP.
  • To evaluate the existing methods and tools, based on the in-depth understanding of the regulatory logic and strategic rationale of the CAP’s New Delivery Models.

WP2: Screening and development of innovative quantitative tools (WR)

Objectives

  • To outline potential quantitative modelling and forecasting tools, covering all the objectives and policy instruments post-2020 CAP.
  • To integrate the tools already applied in the governance of the Strategic Plans.
  • To set-up the selected tools for implementation in the case studies, including the drafting of methodological guidelines for their operationalisation.

WP3: Co-designing participatory and multi-level governance decision tools (IFLS)

Objectives

  • To outline the methodological guidelines for the operationalisation of innovative tools integrating ex-ante modelling tools with participatory approaches.
  • To ensure the construction of a robust intervention logic, and a functional stakeholder engagement at all relevant levels.

WP4: Integration and interoperability of new data, technology and digitalisation (NP)

Objectives

  • To map the data gaps hindering the correct and successful implementation of the CAP Strategic Plans.
  • To identify innovative data sources, tools and integration mechanisms providing a holistic data collection approach.
  • To provide policymakers and administrations with the methodological and operational knowledge to track progress toward sustainability targets, facilitate compliance, and inform sound re-calibration of policy interventions to ensure delivery of required policy outcomes.
